Why does Issei have UBW? How much attention are you paying to Nasu lore and how much are you discarding?
Also, you need better formatting. Double-space your lines between paragraphs so the whole thing doesn't look like it's running together.
I will say for certain that it is not a sacred gear. There is a reason Issei has it (although that is where I think I am murdering a couple of nasu's rules) but it wont be revealed to his meeting with this oh so mysterious priest.It's kind of important that it be revealed right now. Unlimited Blade Works isn't a generic cool power that you can just hand to anyone; in Fate it was the result of the accumulated factors that turned Shirou into the kind of person he was. His immense guilt complex, his desire to make himself a tool to save others, having Avalon implanted in him, and then meeting Archer and having his development as a magi greatly accelerated; these things and more all went into the creation of Unlimited Blade Works, and Issei doesn't appear to have any of those things. So why does he have it?
Now, since it's a DxD crossover you could just handwave all that and say UBW is a sacred gear or something, but in that case what makes it different from Sword Birth or Blade Blacksmith?
Sorry if I sounded like I being like that, I just didn't want to give out to much information on the story. But I would appreciate an outside opinion on my plan for how Issei has UBW. So if your offering I will start a conversation.If you want my help then you need to just come right out and explain it rather than trying to act coy and mysterious. If your story is built on shoddy foundations then it will inevitably collapse, so it's better to work the problems out at the start, not when you're balls-deep in a shoddy plot.

I'd consider that a plus if anything. Mooks are one of the things that rustles my jimmies - you don't need mooks, you need skilled enemies.Looks like reincarnation at first glance. Raynare feels a bit too skilled. She never seemed like the type who knows how to fight.
By going after the masters. The Servants may be more powerful but they were outnumbered and weren't able to protect their master.How did they manage the Servants? They are greater than the Hero faction of Kaos brigade by an order of magnitude. If any shining heroes were summoned they should of kicked ass.
So a Zerg rush to distract the Servants while the masters were assassinated? Did the Caster of that war die early? Seems like an ideal situation for them.
