It gets weirder, there are two characters in Part 4 who are drawn as taller than Koichi when we first meet them, but upon their defeat they shrink down to Koichi's visual height. Of course the anime didn't bother with that and had those two characters be Koichi's visual height from the get-go. Part 4 is kind of told from Koichi's perspective, so you are technically seeing an exaggeration due to Koichi's fairly low self esteem.To be fair, Jojo lets everything from color to size be dependant on the mood of a scene/panel.
Like, as much as people make jokes about it there isn't a canon color palette.
