Perhaps, but it'd be a thing for the future anyway. Right now we have to focus on dealing with the Excalibur fuckup first, given what's at stakes. Not really a good time to induct someone. If we really want to get someone new involved with the Moonlit World, we should do so when there are no major issues happening (like someone trying to restart a nigh genocidal three-way total war).
 
We should also do the dragon quest only when we have a holiday from school as well

Technically only... Miletit, Asia, and Rias are officially part of our harem. Aika, Akeno, Yang, and that weird magical beast tamer are in various states of acceptance.

Personally we should clear future members with at least the Head Wife Miletit.

Are they around? Rereading extra 19, they are around, feels sorta odd to have what was a one off encounter jump up like that, but c'est la vie.

Also they are closer to Eiko's position as a master-servant then actual lovers.

Err no, they really are not, they are likely to turn up when we start having a home base and all, you know the Manse we are having constructed

and do you really see Issei as a one night stand sort of person? I sure don't and you can bet Bright would beat him to death for throwing away intelligence like that if he didn't bring them into his orbit

Is it wrong to say yes? Cause that's what both he thought during the stay with the two and how little characterization they received. Honestly the cast is bloated as is. If any of the Ninja Squad, Abe, the cat girl twins, RWBY cast (exception to Yang) make it into the inner circle of the harem it would be a surprise. They'll likely be fuck buddies rather then actual harem members.

The question isn't whether or not he will have a large harem only idiots, like your intent on proving, would question that.

The question is which of his haremettes will be well fleshed out and will see screen time.

We KNOW that despite how good Alexander is he won't be able to handle half the demands of the harem.

As Bloodshifter put it, we will see a Inner and Outer circle of the harem develop ontop of those who are just sex friends and fuck buddies.

To insist that any one person can properly juggle all the characters he even has on hand at the moment is a supreme act of arrogance and wickedness on their part to Alexander.

Honestly, I think the best way to go about calming her down would be to reason with her regarding her eventual ambition (which, sadly, is OOC-knowledge, I believe).

Basically, tell her to think of Issei as the ultimate test of her ambition. The most horrible problem student she can imagine, because the odds are heavily stacked against her having anyone more problematic than the Dragon-Harem King. Inspire her to succeed rather than just bash her head against Issei in further frustration.

...and see if we can't eventually get her to 'privately' see to our 'behavior problems.' But that can wait till later.

Really, it depends on who you're asking. Hell would say that Rias and Sona are in charge. The Yokai have openly declared Issei to be in charge. Given that The Yokai have both a previous claim on the land and a much bigger stick than the Devils then it's probably Issei in the legal sense. But none of the three of them actually care so it doesn't come up.

I think Sona might care if no one has informed her that Issei is technically the owner of the land.
 
Sona is aware of the situation and let the matter drop after Rias told her a few choice words about Serafall's involvement in this whole debacle.
 
Canonically, the last Devil Owner was killed by Serafall on the orders of Ajuka, then Serafall and Sirzechs laid claim to Bael's bloodline and swooped in to take the town.

Alexander changed that I think.

And thus the mystery of Kuoh's ownership thickens... Crossover shenanigans might have them eventually settle it in a courtroom with the Phoenix Attorney. Who in this continuity might actually be a phoenix!

Alexander says he has a list of all the characters that are going to be in the story.

The last Owner was Cleria Belial, who was killed on the order of the Satans and Ajuka Zekram Bael literally had nothing to do with it.

In fact Rizevim Lucifier, was one of the ones that ordered her death. Thus Masaomi Yaegaki's hard on for wanting to kill the families of the Satan's.

We had a similar discussion over in Rizer Quest. Ajuka has had to kill alot of people over the years.

Look I didn't believe it either, its in Rizer quest by Slayer Anderson. I'm not going to bother reposting the relevant information about it.

Also I checked the wiki pages and the guy still has a hard on for Lucifier's line.
