And this matter to Celestia who has been gathering books and artifacts for over a thousand year. On top of accumulated knowledge over those thousand years, she just needs to put together. Velvet would be Rank 7 in all Lores if she had half of what Celestia keeps in just the public librarys.

No... Just no. The scraps progress the Library, not the followers. The more scraps the more the Library is worth for research, so our followers can reach higher levels that way.

Using the level 2 example:

A level 1 scrap contributes an amount of scraps equal to 1/2(that is to say 0.5 scraps) to level 2.
We need to reach the same amount of scraps it would take to get Velvet to level 2(that is to say 2 Scraps).

If we already have 0.5 Scraps we need 2-0.5=1.5 Scraps. Let's pretend That we will achieve it by studying more books that together are worth 1.5 Scraps(or more).

That could mean 1 Level 2 book, because 2/2=1, and another Level 1 book(1/2=0.5). So 1+0.5= 1.5, the exact amount we need.
Or we could use a Level 4 book, since 4/2=2, we would exceed the requirement and reach Level 2 on the Lore in question.

I don't really explain math in english so if it is not understandable my bad.

So. For example, from level 2 to 3 you need 3^2 = 9 levels of books, which could be 3 lvl3 books, or 9 lvl1 books, or anything in between.

That's just ONE example of how Velvet's rules are not applied universally to everyone. My point stays the same, we can't assume Celestia will share our problems in levelling up lantern. She's not Velvet, she's not (a normal) pony, she's an (half of an) outsider with a budget of YES, servant actions of YES, and an artifact of not fully revealed powers

Hasn't Bird already confirmed she gets one level of Lantern per Turn (assuming Selene doesn't slow her down) up until she matches us at 5 Lantern on Turn 24?

Not explicitly, from what I remember, but all signs do point towards this being how things work.

Soothe the Sun also heavily implied this.

Nope, it's semi implied that that's how it works for up to level 4 though.

It's unknown for Sacraments and Mastery as that's a lot harder to reach and has its own rules.

Why would that be an issue Celestai has 8-10 actions a turn and does nothing but raise her lore levels.

They do, but not all of them.

The Lores of a cult or institution show the "maximum" lore they can reach. But I wouldn't have everypony be Maximum Edge anymore than every investigator would have Maximum Lantern.

So your best constables (on Red Team) all have maximum edge, yes, but I might make it more of a "spread" when it comes to your bodyguards.

Still, the rule of thumb remains that the more lore levels the better.

he never explicitly said she gets 1 level per turn. That's just the worst case scenario.

We don't know how LIKELY of a scenario it is, but SO FAR she's gained one level per turn up to lvl 3, and while it's a reasonable assumption that she'll find it harder to gain lvl 4-5-6, we can't be sure, as we don't know her rules.

Maybe she just gains a level per turn.

Maybe she rolls to gain a semi-random amount of lore scraps per turn, and it just so happens that she got enough for a level each turn so far.

Maybe she has to roll against a fixed low DC, or a slowly rising DC, to get a level, and she was just lucky so far.

Maybe she'll have special problems with the Sacrament... or maybe she'll have a simple one. Something like Velvet's, in which she just has to order her guards to bring her a prisoner to "read-to-death".

that's even assuming she HAS actions at all. We don't know how exactly Bird models the other factions/important characters, but I doubt he goes "ok, Celestia has 8 APs, let me carefully pick each one of them":

Well that makes sense. I had been hoping we'd have the option to squeeze cherry coat into two long expeditions as long as he was used nowhere else that turn, but it totally makes sense we couldn't quite get that. I think that puts me in favor of just having him Consult instead of being an artifact. I'm curious to hear his input on the Husk.

Putting Mareinette and DoA on the same expedition kind of wastes Mareinette's general bonus when she could be giving +10 more than Selene's to the Bureau mission, but Mareinette covers DoA's weakness so well and her Lores fit our best guesses for what the Quarry might offer. Smiles just isn't super useful at the Quarry other than covering the Antisocial weakness and +3 Heart. +6 Forge levels frankly sounds kind of important to both expeditions, but Selene needs some kind of extra oomf to cover the fact she's got only +30 general bonus. We could have Mareinette+Selene on Bureau expedition and DoA+Artifact Cherenkolt+Smiles on the other? If we do that we might want to have the Bureau do the Quarry due to Selene's Winter levels and Mareinette's Heart levels.

Sigh. The exact question was discussed and answered when the Bright Library was first introduced on SV. You were there at the time. This isn't complicated. The answer is yes the library can level by studying lots of level 1 books. The fact that it's prohibitively expensive is its own punishment.

@OurLadyOfWires I'm sorry I failed to specify what I was thinking of when I asked my question. I meant to include asking "If we have a Name consult and then bring artifacts to the expedition, does that mean that Constables can wield artifacts? Like, say, the winter artifacts that dont stack with Selene's inherent Winter?

I don't quite have enough brain power to figure out what the best combinations should be, but I do think we definitely want both Heart and Winter on the Quarry one way or another (whether that means artifact or Selene) as the two anti-curse Lores and. Well. I mean the description outright says its thrice-cursed, so I feel like it can't hurt to be prepared for some curses

Edit: Maybe Mareinette might even have some insight on the husk? It does have some Grail in it, iirc.

I think it should in theory be possible IF we finish the first expedition quickly enough... but then again, it's extremely unlikely for us to have one start on day 1 and the other on day 15 of the month. There's a need to spend a few days preparing after all.

Actually an important thought. @OurLadyOfWires if the Bureau ends up going overtime on an expedition, do we lose out on the next turn AP of any consultants involved? E.g. if we send the Bureau w/ Selene and Mareinette to the Quarry on T23 and they take, say, 19 days instead of 15, do we then lose Selene and Mareinette AP on T24?

Over the course of the month, you have dedicated your nights to exploring that frozen ocean of ash that now surrounds the walls of the Mansus.

You expected the task to be harrowing and dangerous, but the fact you were only half right only increased your horror.

Because harrowing as it was, you were not in danger. Those ashen wastelands, with their unmoving waves of soot and misery, are now home to many horrors. You could see them, on occasion, skirting at the edge of your vision. Flitting from cover to cover, hunting each other, and using the charred remains of the Woods as their camouflage. You could see them, but they never dared approach you.

They never dared approach you, because you were never alone.

It enjoys stalking you, you realized. But with a glee that reminds you too much of a foal playing hide-and-seek, even if the pawprint it leaves are those of a predator. Still, it enjoys stalking you nonetheless, and the dead things that call this place home know better than to cross its path.

And for that, you were safe.

Although the unseen licks you felt, every now and then, would not let you forget why that was the case.

Still, you explored more of that place, and eventually you made a terrifying discovery.

You discovered that the Woods are still burning. That the Woods will never stop burning. And for all that every trunk of every tree has already been consumed, the roots of the Woods were very deep indeed.

The roots of the Woods are still ablaze, under this ocean of Ash and ash. They still blaze, and the secrets that they held for so long are now boiling to the surface of this ashen ocean like bubbles of air escaping from the lungs of a drowning pony.

And so it happened that one night, one night, you found a place. A miserable basin, with pools filled with boiling liquid not unlike a swamp out of a nightmare. But in those bubbling and foul-smelling puddles you found the charred secrets that the roots of the Woods had kept for so long. And from the shallowest of pools, the ones that only burned you when your hoof approached them, you could scoop out something.

Tomorrow, perhaps, more of those secrets will have bubbled up. Torn from the tortured hoofs of the Woods by fangs made out of fire. Tomorrow, perhaps, more of these puddles will be drained, with their treasure up for grabs.

But that night, you at least found something to take back with you.

And when you woke, the filthy item clutched to your forelegs almost looked thankful, after you washed its filth away.

If you are voting for her Sacrament you don't need to do that so I doubt anyone who can see she is plotting will vote for that.
