Basically this. The other trainers would get upset if Hana gets more than two of the most promising class of runners in the year. Though Shirogane actually does ameliorate this a bit because most of the other trainers would rate El Condor Pasa over Shirogane, at least for now. She's more in the category of Tsurumaru Tsuyoshi in most other people's minds at the moment.
Maybe, with the whole idol thing, the prizes are like, Umadol merch, or merch store credit, so it's a little bit less of a 'lmao, the law' workaround.
Yeah, with the umas also being idols, that would mean gambling isn't as big of a chunk of the revenue (probably still quite a lot). Might be a bit less appealing due to the runners being sapient too, as part of the appeal for betting on horses is that the horses aren't going to match fix (probably). This could also play into why Japan has some of the bigger prize pools, since their racers basically get more broad cultural marketing. It could also give them a reputation for being a bit fragile on the international stage, playing into how Japanese racing tends to allow less bumping.

Oh absolutely. Her plushies might be fairly popular for the gap moe look, but not likely to be too popular initially. A more unique thing she could market would be a recipe book, or marketing her custom hydration gels which include instructions on how to make them. They don't taste like anything, but people become convinced that makes them stronger.
Might I suggest the funny where she instead decides to whisper promises of counter-interrogation training, so she might enlighten the trainer to the importance of mood.

The funny thing would be that Shirogane is a trainee you actually may
want to have low mood, because she performs better at awful mood than great mood. But because she's a steady personality, her mood is usually neutral or good. You would think this means she's great for Trackblazer...but no, running more races triggers an event where she counts money and gets mood and energy up.
