As problems go, mental contamination is no fucking joke.

You live in a village with the Yamanaka clan. They do not like to talk about it, but... stuff happens. Compounded with Konoha's generally unobtrusive quiet-type genjutsu users, and... well.

Whenever anyone talks about a civilian council I imagine just how many genjutsus they must be hit with by all the spies and agents wandering the village. The sheer amount of resources it would take to protect civilians from gratuitous brain rape from enemy influences boggles the mind. And then you have to factor in gratuitous brain rape from friendly forces. Because, for ninjas, a vote isn't a noble democratic ideal, it's a clarion call to cheat like the cheaty, cheating cheaters that they are.

Honestly, my head-canon is that while a civilian council exists, it exists purely at the sufferance of the Hokage.

It just makes sense to me because running a village, even a military one, seems like it would be beyond one man. So many things that need attention but shouldn't be worth bothering the village dictator.

Not just retired ninjas, but Sarutobi's former teammates (and former rival).
People who were or are near his level.

Yeah, same. I imagine that there are quite a few committees, councils, tribunals and departments that are civilian or mixed civilian/military. The Leaf Village is not small. And it would be a security nightmare.

Just the sewerage system. It's a shitty job, pun intended, that no one wants to do. But it is critical infrastructure, necessary for the smooth running of the village. Half a dozen genjutsu'd workers and a box of explosive notes is more than enough to see Konohagakure up shit creek, literally. I really have no idea how they deal with that sort of thing.
 
One story I read had a council be split between military members (both clan and not), and civilians. Eventually the civilians attempted to influence military matters and were just smacked down.


Anyways, does anyone have any extra concerns that this demon arm, when deciding to open its eye, opened a sharingan? Or is it just a matter of copying our eyes and since we pretty much always have our sharingan on, it just copied it without knowing what the hell it was doing?

Noncombatant genins, maybe.
Perhaps those who fail at the exams to get a genin team flush into a genin corps which has non-combat duties for at least some of it's numbers.

So their civil service workers can be ninjas of at least some ability to learn to resist genjutsu.

Honestly, Danzo would probably be more likely to buy Sharingans off of Mio than take them. Mio would likely agree, if only to spit on the memory of the clan elders, and this way Danzo gets a self-refreshing source of Sharingan eyes that he has a legitimate answer to the question of where he got them.

I didn't realize this was an option.

There isn't so much an overarching council on civilian matters so much as there are competing groups and interests that have little to no power of their own but do a lot of lobbying and politics. If an illuminati formed in the civilians, they'd keep their mouths shut hard about everything and not do much because both the ninja of the village they live in and the daimyo and actual nobility of the country... take a dim view on the peasantry and merchant class attempting to form shadow cabals.

This is a lot easier than with Dummy, you realize as you slip into the arm's mind.

Maybe the Oni is just naturally resistant to Genjutsu? Or you're just enough of a genius that after one failure and no other practice or instruction, you pulled off a success. The other option you can think of, that the arm having its own sharingan but not knowing how it works, or how to use it, made it easier is... just ridiculous. Extremely so. Not even worth thinking about.

Not when you instantly have to focus on the squamous mass of... flesh and stuff that's the arm's mental representation of itself, wriggling and howling with madness.

"MEEEEAT!? HOW DAAAAARE YOOOOOOOU!" The arm-thing howls.

"Again, not what I expected." you mumble wryly, having mentally pictured... maybe a bigger arm?

This is going just great. You expected... you don't know. Some kind of hypnotic effect, to lull the thing into sleep, or at least quiet it down? Instead, you're getting a full on fight against a parasite monster.

On the plus side, you're pretty sure that everything in here works by dint of willing it to be so, and you've always been headstrong. A blade appears in your hand and you cut off the screaming thing's nearest... appendage. It starts to grow back towards the main mass, but then you will it to be on fire, and that happens.
