I think it means that the spreadsheet thinks no story is going to have more than 1164 points (so that Bait & Switch would have won if it was still in the running, even without getting a single point more)....and then my spreadsheet gets confused and thinks that Bait & Switch will win Vote 134, despite it not being eligible or earning any votes in months.

The current vote runs until the chapter that won the previous vote is written (though sometimes Ack will extend the vote a day or two if there aren't enough votes made yet). Ack's currently writing one chapter of Slippery Slope per voted on chapter.
At times Ack can write 3-4 chapters a week or more (with as many subsequent votes), it's all up to how much free time he has, and how creative his muse is being. IIRC, his current job has some pretty long hours that's cut into his writing time, which is why we're not seeing that type of output from Ack atm.
For proof, just look at the dates on the threadmarks page for this thread, in many cases we were getting a new chapter/vote every single day.

The one where Taylor's powers accidentally go out of control, which results in an awful lot of collateral damage. (It's a lot less Taylor's fault than this sounds like.)
