If I were to guess:
I suspect the system might be subtly exposing them to Anti-Life over each use - a small enough exposure that a single trip would be negligible, a few trips won't do much, but constant use (like is intended for their group) will Justify people over time.

Now that's a good question. I imagine being able to just beam ambulance personal to an emergency call would result in a much higher survival rate, whether it be a large accident or someone having a heart attack. But then you have the question of how to get them to the hospital, since beaming might not be safe for the injured...31st December 2012

I wonder if they take people just looking to get internet famous. I can imagine someone live-streaming their nightly patrols having a few subscribers. Even if it's only the morbidly curious or overly bored.We make our way through the throng of journalists, politicians and superheroes. I recognise… Some of them without reference to my ring's database, but the Alliance took the concept of a Big League and ran with it. Someone who wants to be a superhero can in theory just walk into an Alliance office and start volunteering with no independent experience at all. That's lowering the barrier to entry quite a lot, but at the same time I doubt that any of them have the sort of fervour that someone like Batman has.

Good gods, OL needs to find some of that genre-savviness he used to have. I know he might have forgotten about things from the comics, or never read them, but how much clearer could it be that this guy is seriously suspicious. But no, he's well and truly gone native. I guess he's just to blinded by hope that the Alliance goes well to see any of the darkness we readers are picking up on
