Actually, she's almost certainly younger than she looks, though it's up in the air because the source material basically doesn't have any canon setting lore beyond the initial setup. She's an enemy from Kantai Collection, specifically she's that enemy, the normal mook who's stronger than half of the actual bosses in the game.

Huh. How bad is she in the game any--- *Proceeds to look her up*. Ah. I see, I see. Good to know. Before this, most of my knowledge of Kancolle came from looking at the numerous fanfics in the Big Three. And also several hentai manga.
