What do we actually need to decide on in regards to our empowerment-items? Just what they look like? Or some other stuff like mechanics as well?

Issei completed 75% of the Evil Pieces. Yes. But that's enough: he already has everything he needs to start creating his own Pieces. Bright is providing First Age technology to cover lacunae.

Maybe we should gather the various ideas for our empowerment items in one spot? Then start by voting on one of them for the aesthetics, and work out the mechanics from here?
So far I've seen two ideas in that regard; Pactio Cards, and Crystal Balls. Are there any in the earlier debates?
Okay, several things. Firstly: just an opinion, not meant as an insult and directed at the idea in general rather than your use of it: Pactio is a stupid goddamn system and I will fight against it with all of my heart.I'm going to do no one any favors and reopen the debate. I personally like something with a bit of flavor. Even if you don't vote for this, I encourage you to write up something interesting, or vote for something interesting.
Creating a pactio is a sorcerous ritual. Like all such rituals, it has prerequisites.
Prerequisites:
Pactio Creation:
- Essence 3
- Occult 3
- Celestial Sorcery
- Craft 3
Ritual:
- Cost: 5 motes, 1 (temporary) willpower
- Duration: Permanent
The ritual is consummated in a ritual circle. It requires the swapping of body fluids. Exchanging blood works just as well as sex.
Effects:
- Removes the essence limits and qualifies the receiver for CMA
- Grants solar training times for attributes and skills
- Makes the receiver age like a solar does (functionally unaging past prime until close to 1000 years old)
- Specify an attribute chosen at creation, treat this attribute as favored for purposes of training
- Specify a skill chosen at creation, treat this skill as favored for purposes of training
- Store up to the master's essence in artifacts that have been attuned to the receiver
- Store up to the master's essence in separate outfits
- If the master achieves essence 5, he may contract spirits to maintain the outfits so that they are resummoned clean and whole
- Creates a pactio card, the features on the face of the card include
- A picture of the receiver in the first stored outfit equipped with the first artifact
- The receiver's name
- A title composed of the chosen attribute and skill (i.e. Strong Sailor, Enduring Survivalist, etc.)
- Once a scene the receiver can activate the pactio, which does the following
- Cost: 1 (temporary) willpower
- Duration: 1 scene
- Increases the specified attribute by the difference in essence
- Grants telepathy to the master and all other activated pactios that belong to the same master
- Optionally summons an outfit and an artifact
- Allows access by the receiver to the master's reflexive charms or known instant effects a number of times equal to the receiver's essence (they are basically channeling their master). The receiver must pay any applicable cost. The charms must be chosen at activation time.
- Once a scene the master can activate the pactio, which does the following:
- Cost: 1 mote
- Duration: 1 scene
- Grants telepathy from the master to the receiver (add flavor that the receiver can choose to decline if it bothers you)
- Grants a temporary purchase of Ox Body (of any type) to the receiver (it might make sense to scale this with master's or receiver's essence)
- For the price of a reflexive or an instant plus one additional mote, invoke the reflexive as if the receiver invoked it
- The receiver can be summoned to the master once per activation

Yeah, that's probably for the best.Hm... yeah. Honestly, my suggestion in that regard would be to just Alexander to make a sort of mini-updated/vote or two.
Let people make suggestions for a day, Alexander gathers them, then people vote on it. Same thing with the mechanics, afterwards. Probably would be the easiest way to go about it overall.

Okay, problems that are not opinions in no particular order: we do not have, and are not going to gain anytime soon, Celestial circle sorcery. So this is useless to us. Celestial sorcery requires occult and essence four, so your requirements are redundant. Solars live in their primes for much longer than one thousand years. Bright was probably somewhere in the neighborhood of four or five thousand years old and only died to treachery. She was still going strong. Possibly she's even older than that actually, time wasn't linear in Creation until the First Age and as one of the original Solars she predates it by quite a bit. "Solar training times" doesn't make any sense. They don't train any faster than regular people. Attributes can't be favored, only abilities. If, when using the word essence, you mean the Essence stat rather than the energy that is spent to use magical effects then please capitalize the word as is proper. "Increases the specified attribute by the difference in essence" What difference in whose essence?
That is one of the five trials necessary to learn sorcery. And we haven't even got that actually. Bright is capable of doing so, but won't without a compelling reason to do so. Well, not exactly won't. Can't. Both really. You have to earn tutelage, it's part of the learning process. And even then he still has to pass the trials of Fear and Sacrifice. Which lets him learn Terrestrial Sorcery.

Because if we aren't getting anything else for "free" (sunk research time), then I'm going to suggest:
Ritual: Sharing the sunlight
Swap body fluids inside a ritual circle, pay 1 temporary willpower, and grant the receiver the removing of Essence limit and qualifications for CMA.
