There's nothing in the present story that would seem to contradict canon, in spite of the lemons omake, so why would you think this?
Yeah, it just seems obvious. All this time she's hampered by laws and restrictions that require her to blindly follow the decisions of others and, even if they change their mind later, she's required to maintain the 'Nobody leaves the Birdcage' standard. She's honestly good enough that she hates having no choice in the matter and hates having to be the jailer of literally innocent people (along with people like Paige who, whilst not completely innocent, definitely got the short straw in canon).

I don't think Dragon can do that on her own -- not merely a matter of her own programming, or the other heroes watching for break-ins, but also just the plain old physical security of the place. If you don't have Doormaker, I think there's no easy way to just let the worthy ones out.Very much a case of "screw the rules, I'm doing what's right" and Dragon would be so ecstatically happy that she can finally do that.
