If he were a Heroic Spirit, he'd have A-ranked Riding abilities (in fact I'd classify him as a Rider-class Servant over even Assassin, and easily ahead of Archer); he once leapt from a train falling into a river on horseback onto a cliff that was
above the bridge the train fell off, and the horse suffered no ill effects. He drag races, he has personally tricked out an old Fiat he got from Fujiko (yeah, true story, that's actually her car), he does cross-country car races against other more ruthless thieves, and he can extend his defiance of the laws of gravity to whatever vehicle he's currently in. If it can fly he can fly it, and if it has an engine he can be taught how to direct it in under a week.
He's an expert forger of documents and legal tender, though when it comes to art he has to get a specialist in.
He's such a master of disguise he has been known to seduce completely sober men while dressed as a chick - to the point of getting them into the bedroom and stripping down to shockingly convincing lingerie and fake boobs. The masks that Ino makes are something he specializes in; it's not clear whether he makes them himself or if there's a general supplier, since the only other people who employ such masks are other criminals and Zenigata, but I decided to go for the DIY possibility for the purposes of the quest.
Ino gets her linguistic skills from him as well; he speaks, at the very least, Japanese, French and English (though none of his voice actors seem to XD), and he probably speaks more, given how easily he converses with people around the world who have no reason to speak any of those languages. The voice-changing is in his repertoire too.
The mental static Ino has is from the movie The Secret of Mamo. The titular mad scientist has a mind-reading/control machine that self-destructs after prolonged exposure to the endless loop of sex-boobs-candy-chocolate bars-racecars-Fujiko-Fujiko-Fujiko-Zenigata-boobs-sex-jazz-rock-random cartoons that exists in Lupin's head.
Though in the the anime he's about as adept at intentional seduction of women as your dad-joke-making uncle, he is crazy-gifted at
accidentally getting girls to fall for him. And of course it's the AU '70s, so it's not like he never gets any just 'cause he's a dork.
Speaking of sex, physics. She's his girlfriend way more so than Fujiko is, and lemme tell ya, that chick is up for
anything if it's with him (or Goemon. It's a rather open relationship). The reason Ino has perfect chakra control is that Lupin basically does all sorts of things that would in the Narutoverse be considered chakra control exercises, in a universe where 'chakra' doesn't exist. He's had his pressure suit destroyed while visiting the wreck of the Titanic and managed to swim back to the sub in time to not die horribly, he runs up or down the side of buildings all the damn time, and I think he might have run on water at one point.

Even when they die of old age, the body is required by law to lie in state in a public place for three days afterward just so all concerned parties can test and see that it isn't a body-double or a zombie waiting to eat small unwary children or some shit.
