Governor's Gambit - Star Wars SI into Imperial Governor

So I think after this attack we should use some of that 24M credit fund for some orbital defences.

Are Defence Satalites a thing? Some form of Light Turbolaser or Heavy Laser mounted to a 360° by 360° movable mount anchored in Geo?

I do remember that some of the Space Combats in EAs Battlefront 2 had some laser based satalites that could target you and your team.

Well, Star Wars: Empire at War had space-based turret, both laser and rocket. Might help with fighters and drop-pods raining on the planet, not that much against other ships, but better than nothing.

Edit: Even if there is no ready template, MC have home-based R&D team for a reason.

This post exists solely to ask for recommendations/advice on various parts of the story. While I am open to suggestions regarding just about every aspect of the story, there are some that I am particularly looking for.

  1. Politics: the council voting system I cooked up was a rush job, and upon further inspection kinda shit, as it overwhelms voters with teams from the boonies that will never get voted for, due to cities' overwhelming advantages in population . Obviously, there is no perfect political system, but any advice/recommendations regarding a voting system and the greater council system will be taken into consideration. However, please keep the discussion civil, cause I've seen some stories with 2 chapters get locked cause people couldn't stop yapping for five fucking minutes.
  2. Expansion: Where should the MC go from here? Should he slow things down, speed things up, get down low or make a big splash? There are many paths, and I want to know your opinions.
  3. Military: Assuming the Minda System recovers from this attack easily in the near future, and gains a minimum of 50 million credits to spend on ships, attack craft, etc… along with the manpower to crew them, what fleets would you build? How would you organize the defense and trade fleets of the Minda System? This is a hypothetical, because there is a damn good chance the MC never gets there, but theoretical fleet building is fun. What dangers might said fleet encounter in the future? These kinds of questions are fun to answer, so go ham.
  4. Allegiance: While I already more or less have a plan for how the MC will steer the Minda system allegiance wise(Empire/Rebel/Republic/Pentastar/Independent, etc…) I want to know what direction you think he should lean and why. Anything from moral arguments to pushing profit margins, who should he side with, and why?

This is mostly just a rush post, cause I have literally nothing else to do. No homework, and no games, since my house burned down in the Eaton Canyon fire earlier this month, so I only have the macbook I use for college.

Speaking of college, winter semester or not, I gotta lock in, so while I will still update frequently, most of the new chapters will still be weekend releases.

If reason is only to defend yourself, making some monitors is a good idea. No matter allegance, monitor is not that good in fleet formation, so any order to take away those ships away "for the good of Empire\New Republic" will be simply irrational, and they still are good in punching above their weight class. Add some fighters to protect them from enemy bombers and other defensive installations, and you are golden.

I find idea of playing both sides while remaining neutral-ish is good, because it makes you more safe than other way. The one who attacks MC and his cozy planet risks them going to other guy, and you need to uterrly crush him, which is costly both for New Republic and shattered Empire in terms of people and vessels, especially if he bulks up his defenses.

You could have it that the elected teams arrive in the city and among themselves (including the city elected team) vote for a representative to go to the capital. Though teams from larger population communities should be somewhat larger to reflect their importance.

I feel that, not counting games, the issue is that it's going to be rather immobile, or at least low mobility, so if you make it small and cheap is just going to be destroyed quickly as it can't avoid fire like a fighter can not mount enough shielding to be worth the effort. At that point you either accept its going to blow up quick and basically make them into smart mines, or you scale up and get a Golan. Or more gunships and corvettes. A couple DP20s are absolutely nasty as far as system defense goes, even if if they are basically useless for any non combat role.
 

What you have seems fine, but maybe have some scenes that cement the fact that we are in charge overall.


A good idea is to continue a steady expansion. Don't rush to try and build some super project but also don't drag our feet with small incremental projects that maybe increase efficiency by 1%. Also start trying to get more self reliant where everything you could possibly need can be manufactured in our system.


Definitely do not get some big capital ships. Stick with small and medium size ships. If we do get a big capital ship, make it a carrier and model the rest of the fleet around it with cruisers and destroyers.


As far as allegiance goes, probably be best to remain neutral at this point. After the battle of Yavin we could start making inroads with the Rebels but for now just keep our heads down.
 
Politics wise, it would be hilarious if he ends up with managed democracy while trying to fix what he first implemented.
For expansion, he should look into planetary shielding as a long term option and city shields as a short term option. Easy excuse for tax incresse
Fleet wise, i'd suggest a numerous small corvette fleet (low crew) with small carriers/transport and home brew fighters from local production (easy to make better than junk fighter or tie fighter)
for faction id say keep with the Ciaphas Cain option, he does his thing and every body sees what they want all the while thinking he is on their side or can easily be manipulated

Wait, but DP20s does not have escape pods? This is basically flying coffin if ship get smoked. Experienced crew is much more expensive than ship, just like jet fighter pilots.

My honest biggest concern on this front is just that all expansion takes TIME.

Even with construction droids, tractor beams, and repulsorcraft, it should take months or years to build out entire new cities and industrial centers from nothing.

It takes time for word of opportunities to spread and people to take a chance on moving. It takes time to clear land for farming. It takes time to survey an entire planet, let alone a planetary system.

And even without that, doubling the population of a planet from immigration alone WILL cause cultural problems as the locals have to deal with new arrivals who do not know nor care about local traditions. Even when taking the mostly unified culture of the Republican/Imperial GFFA into account, Kuatis, Corellians, and Alderaanians all have different values and practices. To say nothing of the countless worlds dominated by non-humans.



To be quite honest, that 2 year time limit was REALLY the protagonist being set up to fail.

  • Politics: I'd say keep it simple. Have people vote for their local body, which then chooses a member for the next body up the ladder and so on.
  • Expansion: Slow it down unless you have no choice. Let the investments pay off. At least until the the galaxy really goes to hell and the chaos offers opportunities.
  • Military: Arquitens is a very good, versatile ship.
  • Allegiance: Really whoever shows up with a massive fleet is your new boss. But obviously some kind of neutrality would be ideal
 
For Politics I'd say mini senate. Decide the land as best you can, have the people of the Zones vote for to be senator/mayor/leader or whatever you call em, and then have a mini senate built to house these whatevers when a world changing action is needed.

Either that or go Battletech, similar set up to the mini senate idea with Zones and Zone Leaders but, Governor has complete decision making power, while the Zone Leaders are in control of the zones. Making sure they follow the laws the Gov makes but the ZL answers directly to the Governor.

2) Expansion. My preference in 4X games is the Slow Juggernaut. Expand put system by system claiming all free space, then build up defences and infrastructure 1/3 to my homeworld, then move on.

It's a slow approach but nothing but a dedicated all out assault will destroy you.

3) Military. Squadrons, 4 ships to a squad. Weather that be;3 Corvettes and 1 Destroyer, 3 destroyers and 1 Frigate or 3 Frigates and 1 Cruiser.

Missile gunships as well, much like the UD-4 Cheyenne from Aliens. Capable of packing a massive punch in a small package. Missiles are simple to make, especially in house. Similarly Missile destroyers or missile boats should be mixed in with the Squadrons.

Let's not go for big intimidating Dreadnoughts like ISDs and the like, the Rebels do show that smaller faster strike forces can be better In a fair few regards. Plus cruisers/frigates/destroyers are much easier to get.

4)Alliances.... Not my strongest point will say that. I have little knowledge about this era apart from 'Rebels fight and win, rebels fuck up, First Order/Pentastar is a thing depending on timeline' so I'll leave that to more knowledgeable people's.

In terms of politics. Id say break up any representatives into rural and urban representation because their needs, wants, ways of life and survival, and outlook on things are massively different. To the point of being a constant culture clash in each culture no matter where you are. Different hardships different issues, different solutions. If you go pure democracy on both districts you're going to have rural sections implode from trying to be run and ruled like a city.
Farms hours away from help and protection are way more self reliant minded than urbanites that lack that perspective. Etc . So for resolving issues in representing folk for issues I'd say look at that. Now onto my favorite topic starships

Gladiator class star destroyer (600meters long)would be a perfect fit at 34 million credits for a small capital ship for the outer rim system with a decent funding to try to buy a proper warship. A class 1 hyperdrive and class 8 backup with room for 24 starfighters for two full squadrons. More than capable of taking our Corvettes or even a single frigate like a nebulon B but is not big and prone with maintenance issues a large star destroyer needing large shipyards for repairs and logistics. Is already known for outer rim territory patrols where an imperial was a waste of resources to deploy

For the rest of the 50 million credits i recommend the carrack class light cruiser (350 meters)

incredibly well, even in this era. While its shielding systems and other such components
are generally considered average, especially for its age, It has a class 1.0 hyperdrive,

array consists of 10 heavy turbolasers and 20 ion cannon batteries. It also, surprisingly,
has a complement of 5 Starfighters held on external fighter racks.


And the lancer class frigate (250meters) it's slow in mglt speed compared to star destroyers with their big engines. But even rogue squadron of the rebellion the best pilots in the galaxy were terrified of the lancer class frigates when they couldn't just run away from them. They are star fighters nightmare.
Lancer-Class Frigate: New Republic fighter pilots see these in their
nightmares. Primarily seeing use as an escort vessel for larger ships or stations that
lack anti-starfighter weaponry, the 250 meter Lancer-Class is one of the greatest
anti-starfighter warships ever designed, with advanced targeting systems linked to its
potent array of 20 quad laser cannons making these ships nearly unapproachable for
most enemy pilots. Their only real issue is their speed, meaning that these ships are
incredibly good escorts for larger ships, but arent the best for pursuing light enemy
vessels.

Oh and crusader class Corvette its amazing nti fighter escort and has point defense systems that help protect themselves and bigger ships from missiles and bombing runs.

As far as political alignment, if i was him I'd look into vuzong vong invasion chances. Because his northern spot i. The galaxy makes him a potential target as they cut from northern edge to Corusant. In legends the pentastar alignment is the only imperial remnant that doesn't implode itself and makes peace with the new Republic so thats where to go for safety and stability without risking a lynch mob that lumps you in with the evil moffs. In terms of expansion, I'd suggest slowing down for a year and prep military to have enough assets to hold the system when the empire implodes and make the officers and fleet attached here, as attached to the system and him as possible. If we are going full disney then i dunno how you want to go but I'd try independent monarchy with some f
Democratic systems at the low levels and he only needs to handle macro stuff. A healthy balance between direct rule and locals handling issues on their own without feeling micro managed. Which also saves him from needing to micromanage. Who knew!? If he has enough popular support he could join the new Republic at some level as an independent monarch which was done in new and old Republic. I'd be afraid of rabid mob lynching if he blindly joins the Republic and hands over all authority . Self preservation measures.
[PS the acclamator has a 0.6 class hyperdrive. Only the millennium falcon has a faster 0.5 in terms of rapid responder... Nothing beats it. Imperial star destroyers and most imperial craft use class 2 which is far slower. Civilian craft rarely get faster than class 3-4

The Expansion bit is difficult for me to answer as do you mean expanding in the system or becoming something like a regional governor with several systems other his control.

Military, is also hard as on hand if he is only in control of the Minda system he dosen't really a large fleet, but if he has more territory then may need a bigger fleet and more infrastructure and military bases.

Then there is the fact Minda due to its location will be fucked as either other Imperial factions trying to take over and thay he will be one of the first to gace the
 
With military stuff, I think a good option to consider that hasn't been brought up yet is the Vindicator Class Cruiser. It's a pretty solid ship all things considered. For other stuff, as mentioned a Gladiator sounds fun or barring that one or two lesser Carrier ships like Quasars or Ton-Falks, maybe some additional corvettes or small Frigates or even Tartan Patrol Cruisers (could even go the route of Peltas for armed cargo ships), and finally a Lancer Frigate could be a considerable investment for defense, as was mentioned before.

As for Allegiance, honestly that's a bit tricky given its position deep in what would become both Pentastar and Imperial Remnant territory. Playing it neutral or independent could be interesting, but positioning means that unless the Minda system is left behind there's good odds of having to join the two priorly mentioned factions for the sake of not getting crushed, barring things changing massively enough.

1. trying to set up some form of districts/states is always a nightmare as their are in essence not that many ways things can be set up and doing a all of them are bad just different kinds of bad. but it always comes down to 2 things taxes and resource management. for both a comprehensive census is needed which the MC would have from the planetary record and the scans. breaking things up by districts and sub districts isn't bad just do it as a tired system as a representative democracy... to a point. towns have mayors as do cities they can be independent of each other gather the region into a District(state equivalent), every district votes for a representative to go to the planetary senate.

The american system isnt terrible just old. also 5 years total and no re election is a bit much how about only 2 or three terms, or its a ten year term with a do we vote them out vote at 5 years. having laws enacted by people who know law isnt a bad thing. its when they are enacted without consulting experts or of media frensy things get screwy.

2. the MC only has authority in that system at the moment but can they get authority in nearby uninhabitable systems as i understand it even in star wars most systems are hardly surveyed and out on the rim most only have number and not names.

that said most worlds can hold billions with relative ease and space habitats aren't that hard to build so making them over mineral rich but uninhabitable planets/moons might be a good idea. Oneill cylinders are your friend and veriable gravity i would think be a good thing for different species.

3. are you worried about just system defense? defence satellites and militia with gunboats/fighters. Having light freighters that get a tax break if they are also part of the planetary militia. also get Y-wings they seem perfect for rapid strike teams/law enforcement or light cargo delivery that can act as defence craft. also city/theater shields are a thing. planetary would be to expensive.

4. what would be funny is if he managed to make an imperial remnant that every says "if you imcopadent morans had run things like he did we wouldn't have lost/rebeled!" AKA the exception to the rule that even the new republic uses as an example of a good administrator.and then the sector capital gets moved.

besides that great story reminds me just a little of black adder or Chaphis Cain. and i love it.

For the construction it's quite likely that a lot is prefabricated already. The Minda system was colonized only recently after all. As for settlers it's also likely that its status as a recently colonized system that the Empire (and probably the Republic before it) would encourage settlers to move there by offering land grants and probably tax cuts or other financial benefits. That said it's most likely MC is getting promoted, especially since he will be repulsing a pirate fleet with basically whatever he could scrape together. Especially if mommy dearest uses her connections to help her now not so disappointing child with her connections.

In regards to politics I've always thought that a basic democracy of breaking the planet up into grid squares. You could then have each square vote for their representative with those squares then grouped into surrounding squares of 4 which then vote for a representative for another group of 4 squares and so on and so on. It ends with say a council of 12 Squares for the entire planet advising the Governor. This I feel would help by keeping all the paperwork for running areas down the chain and by making the grid areas now and not letting them be changed you wouldn't have weird snaking voting districts like in some countries. And you wouldn't have to worry about the cities being only representatives since the planet is so sparsely populated right now and even then a city dominated square would still have to work with other squares to vote in a representative to the above square and not just be able to ignore their worries.


As for expansion I'd say you could just keep expanding and building up the system for the entirety of the story. Until the civil war reaches the area in full no reason not to just keeping building up and making better the system we own now.

Fleet comp is fun since he doesn't dismiss fighters and other such ships. A Venator is a great trade ship and convoy escort in one. Having a Convoy escort fleet of one Venator, 2-4 Nebulon Bs, and say 3 smaller escorts like Assasin for each Nebulon you could take on most pirate fleets in the galaxy and even form them into raiding groups during the civil war or small patrol flotillas.

For system defense Venators once again are great patrol ships able to carry fighters, gunships, small patrol ships like CR-90S, etc. and shuttle around safely a ton of military and civilian equipment and goods. Have 4 Venators so you can subdivide the system into 4 with each section having 1 Venator, 2 cruiser Arquitens, 2 Neb Bs, and 16 Assasins. Then for the main force you have your heavy iron. A strike group of 1 ISD-2, 2 Victory's, 5 Venators and however many escorts you want. I'd say 2 per victory, 1 per Venator and 4 for the ISD.

This would give you the ability to patrol any section of the System at any time with a balanced fleet that can't be crushed by small gunship or pirate cruiser tier opponents and fight back against even equivalent fleets due to a strong Fighter and bomber force plus modern and tanks escorts and cruisers. And the main force could deal with any heavy fleet a pirate or rebel group could manage to put together due to a heavy CAP and all range brackets being covered by the ISDs and Victory's

Personal opinion the best/strongest small fleet would be a star destroyer with two-four Venators as the star destroyer covers the ship v ship aspect while the Venators in support would be great for starship v starship combat because of there cargo capacity and there point defenses if you really get the money and can save up for it. A torpedo sphere would be an insane system defense. These things are from legends true and where only taken out because of superstar destroyers or ships of similar class ramming into them on suicidal runs and while are worth as much as three star destroyers they outperform there counterpart being the Death Star in both cost and effectiveness and survivability as it would take something that cost four times as much as the ship to destroy it and that would be at the cost of said ship that was used to fight it. Edited: looking at this, i would say a star destroyer 2 (was it that kind that had more anti-fighter capabilities?) 2 venators, some victories for escort duty, and imperial Raiders for corvettes and a smattering of artiquens for light cruiser support.

the raiders would make excellent atmospheric fire support for the ground pounders along with the artiquens. The venators would be immensely helpful with their "SUPRISE" beam of doom and their hangers carrying arc fighters.

sure, it would cost a penny, but Arc fighters being superior to Tie's in form of survival ability, add in more modern tech to them to both add more survivability and shrink down some of the parts and pieces needed to keep them running?

you get some interesting times going on. Also, because the governor can be buying from old republic surplus, it would probably give them more of a shelf life, not to mention funnel more business in the terms of scrap gathering and using the acclimators as cargo hubs like the trade federation did with their massive haulers. (Plus, those things would be far more welcomed than the old CIS ships anyway, and hey if you can salvage enough old Tech from battlefields and such, im sure you can find plenty of droids, supplies, and ships/parts to utilize.)

the way i see it, his mother might actually wonder if she is looking at a mid-rim world thats on average prosperity rather than a outer rim dustbowl of a governce.

because it's like comparing a modern-day city to a quite small town in a few years of stress and hard work.

also, funny idea, some of the rebellions own forces during these times included pirates and other underworld factions...not all of them were "ideal" of the senator or bringing back the republic, some just wanted to lash out at whoever is on top, others just to make money, and more still let their own anger blind them. The senator's and top officials just want a return to the republic days...not realizing apparently just why everything went to absolute shit in the first place and how fucking corrupt the republic became. Or if they did, they think it's better than the shit the republic actually got up to.

I think that the large council method works well enough for the needs of a single star system. But I'd make sure that there is an equvilant role of a cabnet of ministers. Just have a smallish set of ministers of different specialities whose jobs are to keep track and present suggestions relavent to their specialities.

And add job limitaions relevant too, such as if their respective industry reports worse stats than the previous year two years in a row they are impeached or if a major monoply outside of government control is eshablished under their tenour their kicked out and replaced with someone who will break up monoplies and replace them with healthier economic organizations.

For devolpment I can't stress enough how important trains are. A good rail system moves more goods for a smaller cost. The greatest cost of manufacturing is moving stuff from point A to B to C, trainyards and standardized shipping containers revolutionized the world when they were introduced only a fraction of trade we have in the mordern day existed before these key technolgies. Starships are great but are expensive and costly, in comparison trains save a significant amount, have lower accident rates, are easier to upscale, and CANNOT be requsioned by a larger part of the imperial government. You could have green trains by either sourcing some starwars eletrical generation based methods or just go nuclear.

Modern trains burn diesel because its the best way to generate eletricity to power the eltrical motors. You could theortically have regular sized trains run off batteries today just keeping a charge long enough would be a problem. Nuclear is actually super safe once you have the safties in place, also Nuclear power is a amazing tool. You less then a soda bottles volume to power a morden 1st world home for a year, you can recycle the majority of fuel into more fuel, anyone trying to weaponize it has to have highend manufacturing capabilities and most likely can build better bombs without stealing either from the enriched urainium or the plutionium/thorium reactor.

Green Powerplants(Nuclear is the greenest thing currently on earth), a education that indoctrinates the locals with both loyalty to you and useful skills, trains/standarized transport, ensuring food/clean drinking water and a stable biosphere are the five most important investments a ruler can ever make.

Finally make sure all infrastructure is build without inbuild self destruct buttons that starwars engineers seem to love to build

Jeffery, "In our last interview, you had regaled us in your storied defense of Cadia against the Death Cults. Today we would like to discuss the time before that when you were a new recruit from your homeworld of Minda. Specifically, your part in the Emperor's (then governor) plan to counter the pirate invasion."

Cain (wearing serious face No.2), "Ah, not my proudest moment. Between you and me, I thought it was a crazy plan the Emperor had come up with. When our officer asked for volunteers to get locked into a shipping container full of thermal detonators at the front to discourage the pirates from looking deeper. When they would load it into their ship, we would then attack the ships crew to seize control, from the inside. Well, I knew that it was likely a suicide mission if any one thing went wrong, but the Emperor commanded and I obeyed."

Archivist, "So the 100,000 credit bounty for the squad who volunteered and was successful in capturing the ship had nothing to do with your decision? Or the fact that there were rumors about a blaster wedding in your future?"

Cain (wearing sheepish grin No.9), "Nope, I would have done so without it. As for the wedding, well Dilalia was my childhood sweetheart. We had been putting off on getting officially married until we had enough saved up. It's one of the reason I joined the MPDF, the Emperor, even back then, knew how to take care of his soldiers and people. Full healthcare, pension, and death benefits to next of kin was unheard of for new recruits. But let me tell you, there is not an infantryman in the Empire which does not thank the Emperor every day for his support and belief in us!"

This sudden change of perspective is weird. I think it would have been better to add a short "reaction" segment after the one from the secretary's POV. That would have kept things consistent. Instead of keeps jumping from Darna's to omniscient observer and back again.

It would have been great if the chapter instead showed Darna's reactions to give us more of a feel of her character. The chapter tells us that she is afraid, but it doesn't show it.

There aren't any commissars, but I think this would fit with the MC's current position of governor. Basically, don't throw weight around like the average Imperial. Less chance of open rebellions or mutinies in the Minda System, at least.
