If you want to write a story where Dumbledore, as an agent in the story, acts as competently as the most extravagant of his reputation would imply, it goes like this.
Note that that story has already been written, and there's little real interest in rehashing it. Thus, you have to come up with some reason why Dumbledore doesn't just win offscreen, and never involve the children it's his job to protect. Any fic is going to have to deal with this.
That's a good story for "Dumbledore doesn't play around in the first Blood War". Though it does not mean similar stories cannot be written - it's simply not feasible to sift through all 700K HP fanfics before deciding to write your own just to make sure your idea wasn't done before, nor is it needed.
As far as involving Harry is concerned: Harry is prophesied to defeat Voldemort. He has to be involved if you are using that prophecy. In canon, he was also shown to be competent enough to stand up to the best Death Eaters Voldemort had to offer. Hermione is the brightest witch of her age. Ron the brave best friend. They are better suited for combat against Death Eaters than 90% of the Order of the Phoenix.
That aside, finding a reason for Dumbledore to be competent, yet involve Harry and co. is easy. There's a large area between "kept perfectly safe at Hogwarts" and "frontline fighter in the war".
For my "Harry Potter and the Spygirl" story, I had Harry's blood protection protect him against Voldemort's spells by making him immune. Voldemort could get around that partially by using his blood to resurrect himself, but that did not change that all the spells he cast before that - which included the protections on most of the horcruxes - would have no effect on Harry. Which meant he was ideal for horcrux hunting and destruction. Hermione was already set to be involved for having a spygirl persona in her head. Still, they were not sent to battle Death Eaters, since there were aurors and Order members for that. They only hunted horcruxes with Dumbledore and were involved in the final fight against Voldemort, and even there they played it as safe as possible.
For "Uncle Quentin's Spy", Hermione and Harry are valuable assets, so they will be involved - Dumbledore could try to keep them out completely, but that would put him at odds with the kids and the Watchers. In additjon to that Voldemort wants to go after Harry anyway.
In "Patron", Dumbledore will try to keep Harry and Hermione safe, but since Voldemort is more capable there as well, he won't succeed too well.
