Mechanically, nothing. Don`t have the bandwidth to create individualized realizations and sacraments. Narratively, you two suspect she can see either the [color] of what ponies "want", or that would "fit them best".
You will have the options that you have at the turn. The only thing I promise is that at least one option will always be free.

Interesting. I'm not doing a close analysis to see if anything is illegal with any plan right now. But I see a few good consensus here and there. Everyone seems to be happy with the influences, and with the Spoiled Rich decision (even if you won't commit to eating her in the future) and so on.
The only thing that comes to mind is @Talon Tiger Dino you have a plan where Cherenkolt talks to the Needles, but he is currently set to SH. And Recalibrating is meant to happen at this stage, if that's what you want. Is SH Cherenkolt what you really have in mind for this plan? No problem if it is, just checking.

Given the existence of Alukites, even the Mansus disagrees with you on this one. There are absolutely degrees to how terrible reality considers things here.
You misunderstand, Cherenkolt is looking over the papers, not doing the talking. Think of him like a financial assistant who tells the more persuasive person what needs to change for maximum returns. His Stewardship has got to be higher than anyone else's here. I mean if he can recalibrate for free into Grail secondary I'll be all for sending him to the Needles solo, more efficient that way.
Edit: So he can Recalibrate as a Free Action, I will definitely set him to Grail and let him become Rarity's tiniest financial advisor.

Our Lady was a Mother too, once.

But we have not run out production capacity yet. We can produce reagents up to the sum total that is our Lore level which is for Forge is 4. Meaning producing Forge 2, Forge 1, Lantern 1 should be possible.
Guess I'll just ask. @OurLadyOfWires Lapdog speeds up manuscript production, "Institutional Knowledge" is level 1 Manuscript. Can Lapdog be used to make two such manual a turn as long as we spend action on it?
And we made Forge 2 reagent for this turn, but can we still produce Lantern 2 reagent or Forge 1, Lantern 1 as the same action? As we are able to produce free reagent up to total lvl 4 in sum I mean.

We can only make one reagent with our free reagent making action or two reagents with a Velvet AP. When it talks about total forge level it means making a single "Forge 1/Lantern 1" reagent like the Wolf Fur was Edge/Winter. We can't split it further into multiple low level reagents in one action. Our reagent action for the turn is already gone.

Eh, I'll put my vote on spying on Windy, since that's what I've been espousing this entire time. Though getting our hooves dirty would make it easier to slip the Forge's Redemption in there, introducing Forge lore also works, albeit a bit slower.

Does this action involves meeting with Needles or just looking through contract documents? If it is later Lantern seems like a more fitting Lore.

@OurLadyOfWires since I added in "obtain a dead body" to my plans they're technically over-budget by 1 Follower AP, but would it still be fine since it essentially just 'locks' either our free Risen raising (if it succeeds) or using the Leash on Filthy Rich/Cheerilee (if it fails) in the Velvet Phase?
Edit: Also I just want to point something out regarding my plan extra-introducing Forge. No one's asked about it, but I did want to mention that I did have a reason for picking Forge.
We currently have Edge active (1/9). The speculated point where the Bureau can start being involved in ritual stuff seems to be around the 5/9 mark. Lantern + Forge this turn (3/9), then Grail + Secret Histories next turn (5/9) perfectly sets up the Bureau to be able to perform the most relevant rituals (FR for Shining's Horn, RotT for general investigation) just as the Bureau having some amount of ritual infrastructure happens.

No love for Knock? Because I would have considered Lantern/Knock/Edge to be a lot more relevant than Forge, seeing as we're not going to reach the point where the Bureau can be casting FRs unsupervised by us personally for a while. And we already have Edge done. I thought the Forge was in hope of getting a ritual circle ready.
Especially cause our Knock library level will be level 3 once we read the Knock 5 book the second we have the level 7 book secured and no longer need the safety blanket. Grail is pretty far away from level 3 and can't hit it even if we spent an AP and a forge 1 reagent on manuscripts. Level 3 library was the Cult Infrastructure breakpoint for the wildhoof club.

If they're not going to be in a position to be casting FR unsupervised, they're especially not going to be in a position to be casting summoning rituals unsupervised. Two circle rituals just require a lot less support from us in general, particularly as our faction and the Bureau start more closely integrating and we gather up more artifacts, and FR and RotT are the most likely to have use cases within the Bureau.
Edit: Also, reading the Knock 5 book alone wouldn't get the Secret Library to Level 3. We'd also have to read the Knock 2 book, which presumably isn't really a big issue if we're already doing a reading action for the Knock book at some point, but you also didn't mention it in your post so I thought I'd point it out. And that only works once DoA's Name boost starts applying to the Bureau, while we can get Forge to Level 3 just on manuscripts alone w/ one writing action w/ the lapdog (so technically possible, if not particularly plausible, by next turn).

Going after Velvet Hill is a terrible idea. He's a prominent figure and we run a Bureau that investigates incidents like this. Even with loyalty it's still a lot of heat for no real reason. We also live with our brother who will more than likely hound us about it. We can literally just kidnap some random criminal or Mareinette could find a volunteer, she seems to be running her own cult. We're over complicating things.

Any investigation will either fail to see anything or will conclude that kidnapping was done by beings possessing abilities beyond ponykind. In which case as our top investigators shown first suspects are always changelings. And it makes sense as Velvet own home is now protected by guards, so next close kin is natural target.

It's unnecessary and overly complicated. It adds potential extra hassle when Glory is right there. Even if she's not a suspect it's just added things to deal with when there are more important issues.
