On Worldbuilding: Faunus Warlords and the SDC New
So... At least for the purposes of my little verse for RWBY, Vale is like a mix of the US and Europe, while Atlas is like a mix of the US, Russia and Germany.
Culturally and technologically speaking. A number of Mistalian and Vacuoan powers can rival them, but at least in the last century Vale and Atlas have been the most stable and powerful nation-states on the planet. Vacuo had many past glories but fell apart, and Mistral has several powerful sub-kingdoms but they're only loosely in a confederation of a kingdom. And Menagerie is thriving but still isn't on the level of the Big Four, even with Vacuo's issues. Not yet.

Which raises a few possibilities: One, Jacques makes a lot of his money with the SDC and slave labor in the easiest way possible. Just like modern megacorps, he uses slave labor in the parts of Vacuo, Mistral and Menagerie that are lawless. So that makes more sense why he can get away with his shit. Atlas and Vale are powerful but they can't police the world.

Two, Menagerie is pretty big. While Ghira and Kali's government may have driven out the SDC, there would have been Faunus loyal to the old regimes because they were getting rich off Faunus slave labor. So you can have various rogue Faunus warlords in Menagerie and elsewhere who work with the SDC to get rich, just like Third World Warlords do in our world.

Hell, some of them might be working with the more radical elements of the White Fang. The reveal that the White Fang is not only working with terrorists to destabilize the world and kill millions of people with Grimm, AND are exploiting their own people for money and power from the SDC, would be enough for Blake and Sun to get the political clout needed to dissolve the White Fang and to lead an army to help humanity. There.

Yes it's cliche but that's still a step above how Menagerie was handled in canon and gives you a lot more options.

I still like the idea of Jaques to not actually be racist.
"I don't abuse faunus because they're Faunus. I abused them because I'm allowed to."
If it makes him more money he'd work with faunus Warlords. If it's profitable to depose them he do that too.

So I don't like the character of Weiss (it's a very rare tsundere I like) and unfortunately that's going to make this next idea look like bullying.

It isn't but I could understand the view.

So one of the early fandom views was that among the RWBY crew Weiss had the weakest aura and compensated with skill and control.

But see that got me thinking about her family and her former career as a entertainer.

What do those two things have in common? A history of addiction and substance abuse. I'm not saying Weiss was involved just that her family has a inclination to it and the industry she was in was ripe with it.

Add in her perfectionist nature and I could see Weiss trying to get rid of the flaw that is her weaker aura by using aura boosters.

Horrifically addicting and really bad for your mental state.

And things will only get worse when she finds out about jaunes semblance.

Boy do I got news for you.....

MIles confirmed that Jacques Schnee is a man completely free of any prejudice.....because he does not give enough of a damn for anything other than wealth and/or power to bother discriminating against. The only reason he exploits Faunus is because the law makes it easier and more profitable to do so.

If Humans were the disadvantaged class, he would have exploited the Humans just as gladly instead.

EDIT: Basically, Jacques Schnee's character could be best summed up as "I am free of all prejudice. I will exploit everyone equally".
