I disagree with 'explaining' anything about the Empire. It just seems unnecessary at the moment. There is no reason to shoot ourselves in the foot here.

By admitting to being part of a parahuman gang. That kills people and ruins lives. And is racist and homophobic.

Any one of those things is enough to break a friendship. All together it will take some serious Exalted bullshit to hold on to her.

We can then just tell her how we want to overthrow our father and gradually turn the Empire into a heroic organization (plus losing the racism and homophobia), that we don't exactly have a choice and that our trigger was us nearly dieing after getting into an argument about this stuff with our father.

Honestly is the best policy with Sabah, she has seen the best of Theo, but she should have the right to know the worst of him.

She doesn't even know we are parahuman.

First question, if she even bothers to let Theo finish speaking once she realizes he's not joking, is ' why bother with the Empire at all then?'. I mean these are still a bunch of racist, homophobic killers.

If the conversation gets that far she might try to convince Theo how crazy that sounds, but I'm not sure.

You can disagree with our current plan -- "usurp the Empire" -- but it is our current plan.

What we want out of it is an expendable army, a base of money and connections, and a lot of pussy.

Sure he can, he doesn't have the regular "kill everything around him and create a Shadowland" resonance just the "make everything around him really spooky and creepy" resonance (plus the Doom of the Scorched Heart)
But doesn't he have to kill a person once a month or else he gets magic Pms, best case scenario he becomes a mere pawn for a black ops assassin squad in the Protectorate, worse case the birdcage...
