He's telling a story. That's intentional, even if it's not good grammar.
That makes a lot of sense in the context of things as it'd make no sense for the Ha'tak to have shields down in a battle scenario.
Klorel's sponsor wasn't expecting a battle. As far as he knew, he'd already destroyed all of their defences.
He didn't. For regular Ha'taks, he made a Ha'tak scale cloaking device, but the majority of any upgrades Sokar had planned went into an entirely new model of mothership that's still in its prototyping phase.
In the original timeline, certainly.
The standard theory for why we don't see shields, either then or when Klorel got shot down in the first place, and why Anubis's Ha'taks could ignore Ion Cannon fire is because they are so supposed to be shield piercers that could ignore standard Goa'uld shields but not Anubis shields with his Ancient modifications.

You know, you could just have Paul be wrong instead of changing the timeline to make him right.

Because changing the timeline involves a lot of knock on effects you'll then have to deal with if you want to avoid plotholes.

Then the Goa'uld need to go back to shield school, because that was the on screen reason that was given for how the Tollan's ion weapons were effective.

Then maybe there is an additional component in the energy blast from a tollan ion cannon, besides the ionized particles, that enables them to pierce normal Ha'tak shields.
Or, while not the usual definition of an ion cannon; the weapon might not actually fire ions, but some other exotic particles/energy, and the "ion" in its name comes from a process in the weapon that uses ions in its function. Making the weapon more of a "ion powered" cannon, or somesuch.

I do not recall any exact technobabble from the episode (and currently unable to watch it for reference), so my speculation might not line up to what is actually said about the weapons in canon.
