My assumption would be that for Sailor V, the local-OL being her "boyfriend" means she's hugged him a few times, they might have gone out to eat, and she's maybe kissed him on the cheek.

All of you are talking about her age in legal terms and such, but based on her behavior in the show she really is at the emotional maturity level of a 14 year old. That is, she loves the idea of having a boyfriend and would enjoy hanging out with a mature boy who is nice to her, but she doesn't feel remotely ready for anything actually sexual. Given the attitude of typical Paul-SIs, I doubt he would initiate anything unless she dragged him to it by the hand.

I mean, we can still see it as kind of skeevy, but there's no point in talking about the law if they haven't actually done anything sexual.

See, for example, what happened with Sailor Pluto who died due to her restrictions* and Neo-Queen Serenity retroactively reincarnated her twenty years in the past so that she would have a happy and full life before Meioh Setsuna could show up and become Sailor Pluto once again like someone whose D&D character died and was replaced with a suspiciously similar substitute.

OG Queen Serenity: "Don't ask where I got them."
Pluto: "So my job is to protect and manage the timeline?"
OG Queen Serenity: "No, your job is make sure no one uses them to fuck with time. If you fuck with time, you die."
Pluto: "So no altering the timestream, but can I do anything else with time?"
