Okay, then what do you define as a genuinely novel ability, then? Because if novelty is what we're looking for, there's hardly anyone in the story who fits that criteria. Almost every power we've seen so far has at least one other person who also has that ability.
Take the Flashes, for example. By your own logic, wouldn't this mean that none of the Flashes would be true metahumans either, since anyone who has access to the Garrick Formula (or Speed Force, depending on the continuity) could do what they do, provided they get enough practice and experience with the power?

I'd assume it was unintentional except you did write a crossover with her and her coming back for revenge in this manner would not be completely ridiculous
Did she actually want Superwoman, or did she just think it was the least bad option?…Kara 16 wanted Superwoman, but this Kara (who seems to be from mainline DC, or Golden Age, or whatever) was convinced to go with Superwoman by Paul. If she wants Supergirl again, that would make it easy, yes? I don't think Kara 16 changed her mind onscreen?
