Lore-Promote feels Mothy. Windigos are too dangerous to not be involved, someone else might get it wrong.
But most importantly, I've had too many Cultist Simulator runs ended by Damning Evidence to not destroy it when given the chance.

I was going to offer the "Book search" vote as well, but it wouldn't connect well with the plan. So, we can do it later. I will note that that if we chose to champion Lore doing anything but Alert on Windigos would be actively suspicious, after all if something like this actually works it should be assumes that Windigos do too, if only for sake of caution

Considering that Burn is already guaranteed to generate suspicion, and that Champion is explicitly suspicious and risky, I'd rather be a bit less aggressive about the Lores. We have some reputation to burn, yes, but we don't want to nuke it back to near-zero and have to spend more turns salvaging it either, since that means no Eclipse/Midday Dew interactions.

We have Favours from Authority to deal with Damning Evidence, so let's not stir our hand in the pot more than necessary, given we already know that Beyond Suspicion is almost Axiomatically suspicious of us iirc?
 
Do we really want to suspicion-max? We don't need to fully raise the alarms about Windigos when treating them as bombs works just fine. The difference between the two options is just whether or not we intervene. In this case, the Bureau is competent. Lores or not, they should be able to transport "cursed" vessels without issue.

And as a reminder to everyone voting to burn the evidence (which I support). The Bureau was specifically founded with the decision that we can't touch evidence. People will notice, but the question is how they'll act. There's an argument that we should downplay or ignore it simply because that response would take the longest. Depending on the Celestia-day Clock, we might be on the final expedition by the time the suspicion peaks (but that's a big maybe).

Sticking to my gut on this one. I never really cared about the Windigos that much, and the worst case scenario I can imagine is having to fight windigos at an inconvenient time. Meanwhile, let's keep some of our rep in reserve for a rainier day.

-Windigo-Alert wont cost you an AP. But if your constables do find something during their action, you will be called (in person) to decide how to proceed. You cannot predict the scenario you will be called for, if it happens. (But my point is, no ap cost)
