I do think that maybe the bureau finding a Changeling might help with the whole convincing Celestia ponykind isn't completely useless thing.

Since there would have been an... Uptick, in feedings in the wake of the Wedding, this would be their best time to uncover some as well.

mh... should we aim for a lvl SIX book at that point, then? lvl 5 extends Baldomare, but lvl 6 explicitly progresses her social link (sort of).
Baldomare spelled out how befriending Names work, keep them in the Wake where those messy things like endorphins, sweets, cigars, wine, and spending time with good company are. Get them remembering the nice things the Wake has, and rediscover how much they like them etc. But they have to stay around long enough for their bodies to form those attachments.

No, we should be careful about this. Befriending a name is having them stick around permanently, and getting them to stick around permanently is befriending them.

We can summon the DoA a dozen times and not befriend her. Befriending her will entail getting the Frangiclave.

We got a small bit for free with Baldomare. Maybe because there's a lot of narrative connection between us. But we can summon her all we want, and won't befriend her further. Unless we give her a Level 6 book, and perhaps more after that, we're not progressing her friendship.

Strangely enough, I think Velvet's will be a bit simpler than usual, also, because we will only have 4, or at most 5 actions to use.

Axe summoning with Velvet actions is an exception because (1) there is a high chance you will succeed and (2) Axe is a known quantity. Summoning Biedde, if you even choose to do it this turn, will be its own thing.

So, I'll ask you to please revise your plan to only vote for things that are available on the threadmark.

Speaking of Names and summoning's, wouldn't summoning Biedde, the last guard of the Worm Museum, leave said museum unguarded while he is summoned? I mean it might not, but given this quest it very well might and may leave room for things to go terribly wrong so....

Summoning a Name just calls a small sliver of their being into the Wake. The actual larger entity remains where it is in the Mansus.

No, in the same way Baldomare isn't gone from the Lodge when she's visiting us. We summon an avatar from the Mansus, we don't summon them to the Wake in full.

Except Mareinette. That's (one of the reasons) why she's special.

Why have we settled on Edge and Knock training? I'd quite like the +5 bonus, especially without rerolls available for Selene it makes her decently more effective.

And really I'd prefer to talk to Eclipse instead of making the Bureau personally loyal (I think having chosen a bunch of people who are morally upstanding... that's a pipe dream).

Also proposing an alternative that'll summon Biedde to guard instead (and as such does a social with Mareinette instead).

People seem to think there's fighting in the near future, hence wanting to get her Edge sharpened. As to the Knock, we're summoning Axe this turn which would make for a very auspicious training opportunity, either by observing the ritual, Axe herself, or some other inspirational happenstance. The proper things in the proper place at the proper time, as they say. Makes the story run smoother.
 
No matter what plan wins, the look on Axe's face when we have to explain that she was summoned by gifts from Velvet's brother will be priceless.

I sincerely hope Baldomare will be present to immortalize such moments in the light of Lantern.

Now then, I'm a bit torn on the Lunar Bureau. On the one hoof, the next threat to Equestria probably isn't going to be the Changelings. On the other hoof, the fact that the Bureau has yet to catch even one Changeling is probably horrendous for Celestia's opinion on this experiment.
 
I seem to remember that Baldomare and ol' Woody did something to the Changelings using Moldywarp's stone or whatever relic they had that utterly and profoundly screwed them over as a species. Hence Chrysalis ordering the Catastrophe as an act of sheer spiteful mutual destruction.

I honestly wouldn't be surprised to learn they've gone extinct.

OK, so:
Bureau: We have our people do their job. The changeling investigation is one of the main directives of the bureau and that takes time.
Rarity Commission: The only reason we are strapped for maney is because we keep finding new ways to spend it. We can do with fewer reagents and rituals this turn and save this option for when we actually need it.
Scry for manuscripts: I already mentioned before why I don't think that Copper can effectively use them as a weapon yet and we are nowhere near siccing the Bureau on her so it will be a while before investigators can find them. If Copper even has them. So I feel comfortable not doing that this turn.
Selene training: A +5 to any action she takes is more useful than the other options. I only choose one training action so that she is free for another just in case since she is one of our best units
Grave robbing: It is not to use a Risen as a reagent this turn. It can provide extra security or an AP for something else and it will give us one more confidant action next turn.
Guard: We know that there are no rituals sent our way and I doubt that Copper would tattle on us at this point (she is probably a bit busy figuring out what the hay happened to the Woods since she shouldn't know it was us yet) but just in case she decides to attack us I put the guard action here. Honestly, I would rather just have a MitL do it and free this one to either train Luna or search for the outsider but we are not guaranteed to vote to summon one or to succeed.
Expedition: I would rather send two people instead of one but... money.

Speaking of money, our budget is:

16 (life savings) + 160 (job income) + 55 (Rarity)= 231 bits
- 60 (Reflection of the Tapestry x2) = 171
-70 (max expedition cost for 1 person)= 101

I want to try summoning a MitL this turn, so 101-55= 46. This is enough to craft a reagent if we feel we need it. I kind of want to use Pride's second gift to craft a reagent to summon DoA so that we can actually save what we have already (Knock 2 Edge 1) for Biedde and save money, but I would need to check what are the Odds of Jade performing a RotT without SH reagent using only the bonus from the artifact first.

Nah, all that happened is that they lost their super-duper Lore lying and now they have to make do with simple shape-shifting. Now they'd have to actually learn the details of someone's life and perfectly act as they do to avoid raising suspicion whereas before it was practically effortless. Honestly the slaying of Chrysalis and wiping out the hive probably does more to push them to the brink of extinction; destroying the stone just put the kibosh on world domination, since at least with plain shapeshifting you can still just disguise yourself as a random pony from out of town and not have to bother with much acting at all while still skimming love off the top of things.

You know, it didn't strike me until I read it that way but... Luna's Moth realization is shifting back to Selene form. In the aftermath of a shapeshifter impersonating Princess Luna and a whole department being created to hunt shapeshifters, Princess Luna learns how to shapeshift and has to pretend she is still a normal filly. I find this funnier than I probably should.

No, I don't think it'd instantly explode into a crisis, but it could definitely be the seed of a crisis. Especially since we had our top and most cynical of investigators move into Ponyville where he can hear all of the gossip that might rumble about. We've done such a wonderful job of being completely unremarkable, it'd be rather vexing to unravel it for the sake of a single scraggly zombie for to add a bit of edge to a ritual.

It's especially ironic since we're also talking about erasing incriminating documents at the same time as we blithely go about discussing graverobbing.

We'd spend an action on a ritual to raise it anyway, instead that action could be used on a Attention of the Lores [Edge] which would get us the boost for the summonings and would also give us a kick up for any (hypothetical) combat that might occur in the turn before Biedde and/or a MITL hit the field.

1) Most of our investigators moved to Canterlot, not Ponyville.
2) We can make 1 Risen as a free action per turn as long as we have a body.

The free action I'll grant you, I forget about that, but you yourself said "most of our investigators". The guy who did move to Ponyville, Just Cause or whatever his name is, is the exact "I'll do what's right, not what my superior told me to do" incorruptible gumshoe that we do not want asking inconvenient questions.

Because he will not let it go. That's why we hired him, he doesn't let anything go, he won't be bribed intimidated or distracted, so let's not give him anything but Changelings and strange cultists in cities far away from here to think about.

Furthermore, I cannot stress enough how poor of a guardian a risen would be for our household in the event of an actual attack. It's a zombie, a particularly horrifying zombie at that, and our house is full of servants by default and would quickly be filled with agents if we, the Commissioner were attacked. Axe or Biedde would be explicable, Velvet being unreasonably dangerous would almost be expected, a zombie or the corpse of one would in no way be explicable, especially if it was seen fighting on our behalf.
 
Why all the sudden worry about being attacked. I seen nothing to indicate we even gotten a hit of that.

Well there wouldn't be an indicator of an incoming non-ritual attack, Wires has been very clear about that.
As for sending Biedde and Axe, that costs money and we'd arguably be better served sending Biedde and Marinette to do that. She's undoubtedly got more health and her combat stats are comparable to the snake-mare's. Plus I'm sure she'd love devouring a Grail Cult.
