Forge Redemption and Lore above 0 can be taught to Bureau later at any point. I'm pretty sure Baldomare can write a manuscript if we ask her, and make it impossible for anybody to tell it was her. Then we'll just need to "find" it convincingly.
Lore 0 is more tricky since it is a primer, it is a bit suspicious if Velvet just brought up some spooky new magic system. So IMO it would be best if they find the primer now.
But the only really time-sensitive thing is Windigos.

This was not a Regrettable Action. For Velvet Covers, because she will never regret saving her own daughter. And for the world, because a seed planted is not a tree grown. At least for now. All seeds brim with potential

But although you did place something inside of Soft Sweeps, and you know that thing breathed life back into her once again, you honestly can't see any trace of it.

It only exists in your memory, in the utter knowledge that it's still in her. Like a lump of coal keeping a stove warm or like the wind keeping a mill turning
Velvet gave her a Wolf pacemaker, she didn't turn her heart into that of the Wolf.
 
@OurLadyOfWires can we know what degree of Bad it'll be if the detectives find our manuscripts? Should I start mentally preparing myself for likely death-by-sunhorse and moving to Soft Sweeps Quest?

Don't worry!

Celestia is generally inaccessible, Cadance is on your side (although she still lacks a LOT of context), and you have a very broad mandate from the Princesses.

It is extremely unlikely that a group of detectives would (1) find the manuscripts, (2) immediately recognize it as damning influence about you, AND (3) immediately jump over the chain of authority and make that information somehow reach Celestia.

Not impossible. But extremely unlikely.

My table of dice rolls is ready, pending your decisions on this vote. But the highest percentage of outcomes veer in another, more manageable direction.

Granted, i wont feel bad about these manuscripts biting Velvet. She has known about them for a long while, and my conscience is clean when she gets smacked by known threats.

But still, this isnt a "doom clock" level issue. I like to make those very clear.

To be fair we tried 3 times to so far to remove the manuscripts.
And it's not like we're lacking Favours from Authority, I guess.
Velvet is both the bureau boss, and the mother of the head of the entire governmental branch. At most it eats a Luna action.

1)Find the manuscripts

2)Recognize the hornwriting as being similar to Velvet's

3)Perform analysis to actually match it. Even so, it's not game over because presumably changelings could imitate that too...

4)After that probably even perform more checks, like verifying that the type of paper and ink used is commonly sold in Ponyville and is the type Velvet often uses/used, or maybe somehow find traces of Velvet's magic in it, or Velvet DNA (assuming they know of it, AND that they won't just assume Velvet contaminated the papers once they were in Bureau Custody instead)

5) AFTER all of that, they'd have to go to someone to accuse Velvet, and be believed.

Shining and Cadance are MOSTLY on our side, and would at least give us a chance to explain. After all we have LUNA on our side to vouch for us.

Celestia is near impossible to reach

Midday Dew is basically an unknown and also similarly unreachable.

I suppose their best guess would be to go to Lady Fair Trial.
 
If Bureau does not properly understand what Lores is and what is the deal with Copper's cult then it is not really a damning evidence. Velvet can for example claim that it was old theoretical magic research that was stolen from her home during attack. And it is somepony from her research group making breakthrough that allowed for practical implementation of said theory, turning evil and assaulting others to steal their pieces of research. Or perhaps it is changelings learning that said theory is viable to be used against them and attacking researchers.

I think the less Bureau really knows by the end of investigation the more room we will have to bullshit our way out of it.

Soft is a real wolf just like Selene was a real Alicorn while she was sleeping.

No she is not. She is explicitly not a Wolf until fed enough Regrettable Actions. Until then she is a pony.

However, she is unique in the case of Velvet's Wolf-Spawn in that if Velvet dies, she does not, because she is not the product of a Regrettable Action. She is not a Stain that disappears when the stained item is gone. Which means she could probably turn herself into a Wolf given the time, knowledge, and desire.

But finally, it's too early to say that a bit of Wolf cannot work with Harmony. Working with things you don't expect is kind of Harmony's entire schtick.

It worked with Velvet when it came to Luna, after all. It worked with Discord, Changelings, and Scorpan, in canon. It was willing to try and branch out to dragons, griffons, and basically anyone who might be willing to work together and not be awful. And currently, Soft is more original Soft than Wolf Soft. And it's not like each piece of the Wolf is as strong as the Wolf and can resist being turned to new ends, either. That's how this whole Soft situation came to be; with Velvet slamming a bit of the Wolf into keeping someone alive against its will.

That means either Copper actually thought them to be valuable enough Lore-wise to be locked up, or she recognized that they will be one of our targets if we actually came after her in the Wake and had some good alternatives.

There are two sets of manuscripts: the originals, which Velvet hoof-wrote herself, and the rest, which were copies of our manuscripts made by other members of the cult. The large majority of manuscripts in the original Wildhoof library were the latter, and this presumably extends also to the Manehattan branch.

Copper got smart, even if she was Copper about it.
She introduced Velvet to the lores. And was later eclipsed by her. Access, free and ready access to lores provides benefits to be sure. A smarter cult, a better history of things. But, it also breeds the ground for people who might eclipse her. Who might grow smarter, or stranger than her.

The manuscripts are helpful, but control of information is valuable too. And if worse comes to worse, they are good blackmail. Locking them up prevents secret Velvet affiliates from stealing them. Which ... Is exactly what happened.

I can see our attempting our personal (pony-al?) Secret Histories Sacrament as continuing the idea of a new trailblazer meeting the old in the vein of crossing the Blank Gate, but I don't see the appeal of it otherwise.

Nah, next turn Snake Turn all the way. And I find building upon Velvet's incidental viewing of other Histories into fully sliding between them to be cool. Besides, how else can we meet Forge Velvet again? We really got to thank her for getting us into alchemy.

The issue is that it probably gives benefits to personally searching for expedition sites.

Which is pretty useless to us because we have Baldomare and good scrying skills.

The theme and favour of that direction of lore is just not a good fit for Velvet.

Besides given the nature of our brand there's bound to be juicy lore in our personal sacrament.
 
I think making confident assumptions about what any of our sacraments do is ridiculous!

It is also important to note that the direction, theme and "flavor" your advance in said Lore will be tied to the nature of the Sacrament itself.

Direction and theme match with searching for expeditions or similar.


Along with assuming any of them will be "pretty useless".

Context matters here.

If we didn't have Baldomare, Jade and DoA it would be useful but we do. So it's not going to be of much use.

It's like Risen as sacrifices compared to the ability to create Reagents. One gets used instead of the other.
 
While I don't think the Baldomare SH Sacrement will be useless per se, I would prefer to see Velvet do it on her own. Even if it's more dangerous, I just think the story that pursuing it would create would be more interesting to read about.

Plus, who doesn't like surreal reality-bleeding narratives?

I've been thinking. And as is my want, I made that thought into a thing. A history that likely won't, but may yet pass. Mostly because the idea gripped me and refused to let me go long enough to play my games. So, enjoy!

The summons was short.

Not a word spared and hardly embellished. Not delivered by the royal mailpony, so it wasn't something of the utmost urgency. But it was delivered by one of the small league of professionals under her employ, so it didn't reach the mail itself. The poor mare who handed it off to you seemed as confused to hand it over as you were to receive it even. But, professional record keeper or no, when Velvet Covers asks you to deliver a letter...

Well, the writing may have been polite, but a summons was a summons. It's brevity spoke to it as that. But the manner, the delivery, the phrasing, and that it didn't quite come through the normal channels...
The why of it kept you company on the train.




As you stand before the door, you pray hope you know the reason why.
A knock to the door frame. An offering made from inside, and you enter The Commissioner's Office.

One day, the regality of it all will no longer register at the edges of your mind. Not the gleam of marble, nor the ancient, preciously crafted wooden furniture. Maybe the fact you work mere steps from where a Princess is meant to dwell will stop weighing in on you as you cross these doors.
Maybe if that room wasn't so empty, you might convince yourself that this is just a normal job. That these are just normal times. And that you are just asked to hunt down the crimes that no one else would find.

Maybe one day.
But not one soon.


"Please. Take a seat."
Velvet Covers raised a hoof from her desk, offering the seat across from her. Her desk, near immaculate, save for the baskets of work done, and yet to be done. Nothing out of place. Somehow, it was always like that save when she was working. Almost like she knew you were coming. But, the office itself is quiet. Most of your fellow detectives now out in the furthest reaches of Tall Tale, finding what they can of the Changelings there, the constables that you work with prying every hair from the hide of the few criminals you caught wind of. The ones who came after Velvet.

No one to announce, but always prepared.
The same expression crossed your face. The one you always had when seeing her, but you simply filed it away with the rest of the quiet oddities of your employer, moving to take the offered seat.

"Thank you. And, what can I help you with ma'am?"
A calm, collected tone. Voice measured as you were careful to not let your eyes search her. For the wounds that were now gone. For the marks on her fur that even now, weeks after, the bandages had still left. The pallor beneath her pelt, nor the look in her eyes.
She had made it known on no uncertain terms she would not hear of taking more time off. That there was work yet to do, and she would not fail Equestria by waiting for, as she put it, "Her color to even out." Were it another mare, you would worry for her. Were it another employee, you would tell them to not push themselves, as exhaustion and worry and recovery is more important. Were it another, you could claim even the job could wait another day.

Not so for Velvet.



"Tell me, Beyond Reproach" she began. "Do you know why I wanted to see you?"

And in all honesty, you do. Or at least, you fear you do.
"The attack."

She shifts.
Tilting her head just so.
Narrowing her eyes the faintest amount.
A single word answered.
"No."

Because you were right. Not for the first time, you wish you weren't, but you knew the answer.
Shuffling your hooves, you manage to keep your professional calm before her scrutiny. Before answering her in truth.
"You want to know if you can trust me."

And she... softens?
No, that's not quite right. Soft is not the direction, but her gaze does loose some of its weight. Her shoulders roll back, her focus wanes. You can all but see her seem to relax at your answer, the touch of a smile at the edge of her lips.
"No, but close. Or yes, but reversed. Both really. I wanted to talk to you. To ask you. If you trust me."

"... Commissioner?"

"Velvet." Her voice a correction. Firm, and insistent. "I need to know if you trust me. Simple as that."



That look crosses your face again. That same still confused curiosity. Concentration most would call it if they saw it. Because... can you?
The answer is obvious. This is the mare who has perhaps done the most for Equestria in... you don't even know how long. From coordination of the Hunt for Luna, to recovery after the Calamity, to being appointed to Commissioner of this very bureau by Celestia herself after loosing all faith in her ponies, to being the Alicorn of Love's own bridesmade! She is... well, beyond reproach.

But.
You wouldn't be a detective worthy of your own name if you hadn't looked her up. The Velvet name, how it carried with it a weight of sorts. One she rose up from, distinguishing herself from them... and in doing so being exiled to her home in Ponyville. How she rose up too was nothing short of meteoric! From the quiet lone noble of Ponyville to... entrusted as the right hoof of the absent Alicorn. In the grand scheme of things, she simply appeared.

And what's more, she... carries herself. Withstands under the scrutiny of Celestia, even in her wrothful ire. Holds fast to the reigns of this, an organization aimed at rooting out the worst and unknown secrets of the world, just as though it were her croplands back in Ponyville. It's said when Fair Trial struggles under the weight of her burden as the only head of the Solar Court, Velvet...
Velvet nearly died last month, and is back in her office now, asking you if you trust her. To say nothing of how beforehand she seemed to... to know even. How she carried that impossible sharpness and cutting regard just two months prior.



"Of course I trust you."



And she just taps the table. Speaking one word.
"Velvet." Her voice a correction. Firm. Insistent at the one word unspoken.
Commissioner.

Because, she knew.
She always knew.

You trust Velvet, the Commissioner of the Lunar Bureau.
But she is more than just the Commissioner. And that... That, you want to trust. But only want to.
Because the mare behind that title is... Impossible. Like a legend from a story come to life, rising up when the world needed ponies like her the most. Impossible in the best of ways, yes. But impossible all the same.



Left uncertain in how to answer, she finds her voice before you can. A faint touch of something in it. Weary, or maybe wistful as she talks.
"I think, I'm almost glad of it." She smiles, like remembering something she had long forgotten. A strange, almost sad smile. "That you don't know how to answer. That you hold in doubt, even if you can't place why, or maybe even how."

Her words were slow. Gentle and revealing. And yet steady. "Cadence told me, and I never really took a moment to realize how right she was. How... crushing it can be when people look to you for answers. When you are expected to hold everything together. How if you do it wrong, everything falls apart, so you aren't allowed to. But if you do it right?"

"Cadence became Princess Cadence. I... am becoming Comissioner Velvet Covers. We stop being... ponies. We are just what's left."

"So thank you. For doubting me."

In which A Detective Sees
Every scene we get of Reproach, in the main story or in apocrypha, I like him more. Loved your depiction of both him and Velvet, and man would that be a fun vote to argue our way through!



Yeah, I think whatever the degree of confidence is that you mean by "probably", it's way too high.
Direction and theme match with searching for expeditions or similar.
I'm not even sure where you get this from, even! The title of the expedition?
