Really, that was more of an excuse. Sure, it's a very plausible one, that is a serious risk, but still an excuse. Also, Luthor naturally ignores the question of what if another alien shows up, doesn't have that weakness, and is hostile (and you don't have Superman around to save you, anymore), or has abilities that let them find out what happened to Superman, and becomes hostile as a result.Though the potential for mental illness was one of the reasons Lex Luthor gave in Metropolitan Man for acting against Superman.
