A plebiscite is a direct universal vote.

As the Thanagarian natives did not know the vote was taking place it was not a universal vote.

Not certain where Vulcan stands on the "Why would god need a starship?" issue, but I suspect Hyathis could not compel his service by force. She gets to make him an offer but can always say no.

Eh, there might have been local features that made that planet better... But sending oppressed conscripts there in numbers that high, when Hyathis can clearly get there faster than news can get out? Yeah, some of that might just be how things go... But all of it together seems to betray a certain carelessness.
