It's one of those things that the canon sort of waffles back and forth on, but at least by the later parts of the story it was largely established that most queens are exploited and used as consorts to spawn offspring that are mostly ritually consumed, because Goa'uld System Lords trend towards being both evil and insane. (The fact that at least some of them sleep in their sarcophagus as a normal thing likely has a lot to do with the latter part.)So she can sire her own Goa'uld.
I'm guessing she's keeping it a secret, since Goa'uld Queens don't necessarily have that much power behind just siring new generations of Goa'uld.
Morrigan apparently kept her status as a Queen secret.
Queens are also very rare and thus having one as a consort is highly sought after as a status symbol amongst System Lords, so it would not be surprising that Bastet would hide her queen status in order to prevent herself from becoming a 'prize' in the eyes of other System Lords.
