That's still on here, I think. Except the 42 years are actually younger in terms of maturity, and the one year is likely older due to artificially growing up in the tank. So they're both underage, And similar to each other in relative biological age.

They think their best chance of that happening is for the Syndicate to go quiet until Luthor takes over, and then still keep things relatively quiet while he removes the emergency laws. Thing is, the guy they had going around making sure that everyone is on side and troubleshooting anyone who wasn't is currently off planet.
