According to the Bulleteer parts of Seven Soldiers, it's more that most of them die but you hear more about the ones who live. Survivor bias, or something.My personal headcannon is that people who got powers instead of dying from accidents and other science shenanigans are ones with a partial X-gene, or something analogous to it, that allowed them to be altered instead of exploding.
